RUSSEL TRIBUNAL II: HAITI

Jan. 28, 1975, 5:02 p.m.

1. WOULD APPRECIATE COPIES BY POUCH OF ANY AVAILABLE TEXTS OF TRIBUNAL ACTIVITIES THAT DEALT WITH HAITI, SUCH AS ALLEGATIONS BY SOCIOLOGIST LUC MORIN CONCERNING THE NOW DEFUNCT BLOOD EXPORTING BUSINESS OF FORMER INTERIOR SECRETARY LUCKNER CAMBRONNE, WHO HAS LIVED IN POLITICAL EXILE IN MIAMI SINCE 1972. WE ARE CURIOUS WHY JOSE GONZALEZ APPARENTLY OMITTED HAITI IN HIS LIST OF LA GOVERN- MENTS THAT ALLEGEDLY SUPRESS LABOR RIGHTS. DID TRIBUNAL SPECIFY THE ALLEGED CRIMES AGAINST HUMANITY OF WHICH IT DECLARED GOH TO BE GUILTY? 2. FOR THE RECORD, GOH SECRETARY FOR PUBLIC HEALTH, DR. DANIEL BEAULIEU AND HAITIAN RED CROSS ON JAN. 14 "CATEGORICALLY AND MOST ENERGETICALLY" DENIED LUC MORIN'S ACCUSATIONS, POINTING OUT THAT THE GOH THAT "SINCE 1972 THE HAITIAN GOVERNMENT PUT AN END TO THE ACTIVITIES OF A NEW YORK COMPANY, HEMO-CARIBBEAN OF LIMITED OFFICIAL USE LIMITED OFFICIAL USE PAGE 02 PORT A 00211 291338Z HAITI,S.A., WHICH EXPORTED PLASMA TO THE UNITED STATES". THE JAN. 16 AGENCE FRANCE PRESSE STORY ON SUBJECT DATELINED PORT AU PRINCE ADDED THAT ACCORDING TO LOCAL DIPLOMATIC SOURCES THERE NEVER WAS ANY TRAFFIC IN HUMAN CADAVERS IN HAITI. 3. LOCAL NEWSPAPER ALSO CARRIED ON JAN. 16 FRENCH AMBASSADOR BERNARD DORIN'S CATEGORIC DENIAL OF ALLEGATIONS MADE BY FRENCH PRIEST MARCEL HENRIET BEFORE THE TRIBUNAL THE "THE CULTURAL ACCORDS BETWEEN FRANCE AND HAITI IN EFFECT HID THE SENDING OF POLICE BRIGADES TO THE ISLAND AND TRAINING OF HAITIAN MILITIA IN FRANCE, NOTABLY IN VINCENNES".
