REPORTED ARAB OFFER OF LARGE SUMS TO HAITI TO BREAK RELATIONS WITH ISRAEL

Jan. 14, 1974, 5:10 p.m.

1. ISRAELI EMBASSY OFFICER IN PORT-AU-PRINCE TOLD EMBOFF JANUARY 12 THAT ISRAELIS HERE HAVE LEARNED FROM "AUTHORITATIVE SOURCES" THAT LEBANESE FOREIGN MINISTER FOUAD NAFFAH (RECENTLY IN HAITI ON "SPECIAL MISSION", REF B) OFFERED THE GOH $35-40 MILLION, ON BEHALF OF THE ARAB LEAGUE, TO BREAK RELATIONS WITH ISRAEL AND SUPPORT ARAB POSITIONS ON THE MIDDLE EAST IN THE UN AND ELSEWHERE. ISRAELIS HERE UNDERSTAND THAT OFFER WAS REJECTED BY PRESIDENT JEAN-CLAUDE DUVALIER, WHO ALSO DECLINED TO SIGN A LEBANESE-PROPOSED JOINT COMMUNIQUE MAKING FAVORABLE MENTION OF ARAB SIDE ON THE MIDDLE EAST. SINCE LEBANESE REFUSED TO ACCEPT ANYTHING ELSE IN A COMMUNIQUE, NONE WAS ISSUED. 2. COMMENT: ISRAELI REPORT ON OUTCOME OF LEBANESE "SPECIAL MISSION" TO HAITI ACCORDS WITH WHAT FOREIGN CONFIDENTIAL CONFIDENTIAL PAGE 02 PORT A 00083 141812Z SECRETARY ADRIEN RAYMOND TOLD CHARGE JANUARY 9 (REF A), EXCEPT THAT RAYMOND MADE NO MENTION OF ARAB LEAGUE OFFER OF $35-40 MILLION TO THE GOH TO BREAK RELATIONS WITH ISRAEL. ANOTHER HIGH-LEVEL SOURCE IN GOH, HOWEVER, RECENTLY CONFIRMED TO EMBOFF ARAB OFFER OF VERY SUBSTANTIAL SUMS TO GOH TO BREAK WITH ISRAEL. LATTER SOURCE STRESSED THAT GOH REJECTION OF LEBANESE/ARAB LEAGUE OFFER WAS A PERSONAL DECISION OF PRESIDENT JEAN-CLAUDE DUVALIER. CORCORAN CONFIDENTIAL NNN
