MULTILATERAL DIPLOMACY: MIDDLE EAST ISSUES: HAITI

May 10, 1976, 3:56 p.m.

1. ALTHOUGH HAITI IS MAKING A HALF-HEARTED EFFORT TO GET OBSERVER STATUS AT NON-ALIGNED CONFERENCE (PORT AU PRINCE 0824), A BID THAT HAS NOT EXACTLY SEIZED THE IMAGINATION OF MANY NAM COUNTRIES, THERE ARE NO RECENT INDICATONS THAT HAITI HAS WEAKENED IN ANY WAY IN HER FIRM DIPLOMATIC SUPPORT FOR ISRAEL. GOH CONTINUES TO VALUE HER TIES WITH ISRAEL, A VALUED TECHNICAL ASSISTANCE DONOR TO HAITI, WHILE THE ARABS HAVE PROVIDED NOTHING, DESPITE OCCASIONAL HINTS OF POSSIBLE ARAB LARGESSE FROM ITINERANT ARAB DIPLOMATS (ISRAEL HAS A RESIDENT AMBASSADOR, WHILE NO ARAB STATE HAS A RESIDENT MISSION HERE). 2. HAITIAN DEPARTMENT OF FOREIGN AFFAIRS RECOGNIZES UNDESIRABILITY OF A MAJORITY GANGING UP TO EXPEL OR SUSPEND A SMALL NATION FROM THE UNGA, ALBEIT SHE IS PREPARED TO CONSIDER MAKING AN EXCEPTION REGARDING SOUTH AFRICA SHOULD THE OAU EVER INSIST UPON IT. HOWEVER, TO OUR KNOWLEDGE HAITI HAS RESOLUTELY CONFIDENTIAL CONFIDENTIAL PAGE 02 PORT A 01211 101723Z RESISTED ALL EFFORTS TO SUSPEND OR OUST ISREAL FROM THE UNGA OR FROM ANY UN AGENCY, AND HAITIAN FOREIGN AFFAIRS OFFICIALS INSIST THAT THIS REMAINS GOH POLICY.
